How do you bring and receive the message?
As the French saying goes: C’est le ton qui fait la musique’.

How the message is received may vary across cultures, not only based on the context but also on how feedback is presented.

Erin Meyer (the Culture Map, 2017) distinguishes between direct and indirect negative feedback because not all low-context cultures express critical notes in a direct way. This is especially the case for the US culture where communicating is to-the-point but feedback is much more sugarcoated and starts with positives first. And alternatively, some high-context cultures such as France or Russia can be very direct in how they express negative feedback.  

Just being honest

From her bi-cultural background Sherida understands both the direct and the indirect negative feedback style. But since she operates in a professional work environment and is representing the Dutch government she follows the Dutch direct feedback style by raising critical questions. She considers it her responsibility as first secretary and she takes her role seriously. 

Open up the floor

Dr. Boateng is not used to straightforward questions and would have preferred her to raise her concerns in a more indirect and subtle way. Applying an indirect negative feedback style starts with some general compliments about efforts to date and about seeing local stakeholders involved. Certainly in Ghana much more small talk and inquiries about the wellbeing of the family would be called for. Once a friendly amd warm atmosphere has been created, one could start raising open questions and add practical steps such as a field visit. More time is needed to gradually get a better picture of the situation and open up the conversation about the state of affairs and further arrangements.
