Individual versus group orientation

What provides more security?

In this case we can also identify the difference between individual versus group orientation. Or individualistic versus collectivistic orientation according to G. Hofstede (Software of the Human Mind, 1991). In individual cultures, such as the Netherlands, people are primarily driven by their own personal needs and development. The underlying assumption is that successful individuals will be better able to care for others and serve their community. In group or collectivist cultures the primary focus of people is on the wellbeing of the group, since this is what provides safety to the members of that particular group. In other words, in group cultures people believe that if the group is okay, they will be okay too.

(In)dependence

As a Dutchman and representative of an individualistic culture Bram feels quite independent in how he can act in his position. He has included relevant departments and stakeholders before drafting a coherent Dutch point of view about the subject matter. But that doesn't prevent him from adding his personal perspective during the meeting. 

Dr. Tossi, on the other hand, represents a more collectivistic culture where group interests prevail. He is more dependent on his network within his ministry and the Italian government. Without their support he would not have been in his current position. His objection to Bram's remarks is mostly an expression of loyalty to protect their honor and integrity.
